Monday afternoon, Huntsville City Councilmembers got together to discuss the suggested revisions they made to their Rules of Procedure as the result of a workshop a few weeks ago. City Attorney Leonard Schneider had also been consulted in the suggested changes.
One of the major bones of contention had been over proposed rules in reference to councilmembers’ conversations in regard to council matters and other issues, and possible sanctions.
At the beginning of last night’s meeting, Mayor Woodward described how they hoped to resolve those rules issues . . . .
There was also some discussion regarding rules governing councilmembers access to City department heads and supervisors. City Manager Matt Benoit said he thought “it’s appropriate to keep it at the department director level.” However, he added, in addressing Councilmember Ron Allen who raised issues about supervisor access, that, “If at some point, you would like to visit with somebody else in the organization who is not a department director, I would love to have the program director or myself involved.” Councilmembers appeared to agree to have department director and city manager access only remain as it already is in the rules.
Mayor Woodward said the City Secretary would work on a new “cleaned-up version” of the rules they discussed and put it on for a “first reading” at the second meeting of the Council in April and then a final reading during the first meeting in May.
